Creates new budget configuration for business unit cost management and spending control. Budgets define spending limits, notification thresholds, and cost allocation rules for cloud resources.

Required fields in request body:

Budget code and name for identification
Time period (start/end dates) for budget validity
Spending limits and threshold configurations
Business unit assignments and allocation rules

Optional fields include notification settings, approval workflows, and custom metadata.

Returns complete budget configuration including generated identifiers and system timestamps. Budget becomes active immediately and starts tracking costs according to specified allocation rules.
